FBI wants instant access to British identity data

Americans seek international database to carry iris, palm and finger
prints

Senior British police officials are talking to the FBI about an
international database to hunt for major criminals and terrorists.
The US-initiated programme, "Server in the Sky", would take
cooperation between the police forces way beyond the current faxing of
fingerprints across the Atlantic. Allies in the "war against terror" -
the US, UK, Australia, Canada and New Zealand - have formed a working
group, the International Information Consortium, to plan their
strategy.

Biometric measurements, irises or palm prints as well as fingerprints,
and other personal information are likely to be exchanged across the
network. One section will feature the world's most wanted suspects.
The database could hold details of millions of criminals and suspects.

Citigroup is still deep in the woods. That is saying something given
yesterday's painful clean-up operation. Getting investors to swallow a
capital raising - and its potential dilutive impact - in the interests
of future growth is one thing. But there is no positive spin that one
can put on two large capital raisings in quick succession, coupled
with a dividend cut. This is the price of huge past mistakes,
coinciding with a quick and scary downturn in the US economy against
the backdrop of an already tight balance sheet. The end result was
yesterday's carnage.

But investors cannot waste too much time being outraged. They need to
save some of their emotional energy for fear of what comes next. For
Citi's results were alarming in the deterioration in consumer credit
quality. Credit costs rose by $4bn in the fourth quarter for the US
consumer business, with a surprisingly large rise in loan-loss
reserves.

The US army says up to 20%% of its soldiers and marines have suffered mTBI
and the condition has been designated as one of four "signature injuries" of
the Iraq war by the US defence department. According to US neurologists,
mild brain injuries can occur when a soldier gets a blow on the head or is
close to an explosion. The use of roadside bombs in Iraq and Afghanistan has
put troops at risk, and experts say that even the most advanced helmets
cannot protect the brain from shock waves.

Chris Matthews said it best: "Obama took a big loss tonight." Hillary
was on point, caught Obama in a couple of lies about Nevada's #1
Federal issue, the nuke storage morass at Yucca Mountain, and came out
on top by a mile. Obama was left on the defensive, groveling to
explain why he had voted FOR the Yucca Mountain nuclear dump (and
other pro-nuke issues) and looked...tada..."inexperienced." The race
card, per Chairman Dean's dictum, was out of the picture this time,
even though the debate had a lot to do with "black and brown" issues.

Watch for a poll bounce as early as late this week. If so, Hillary
could upset Obama easily in Nevada.

Late returns are showing that Romney took (bought?) Michigan by 9%%
over McCain, a stunning comeback, when he was neck-and-neck just 48
hours ago, another twist in this volatile primary season.
