Nope. Boeing had no design for the 747. The were commissioned by the
USAF to create a design for the C5-A. At that point, Boeing had no
plan for a jumbo jet, because there was no market for one. AFTER,
Boeing lost the competition for the C5-A, Boeing did some market
research and decided there might be a market for a jumbo jet. THEN
they developed their C5-A design into the 747, and they nearly went
broke because no one wanted the 747 for several years. There was no
existing design, when the government paid Boeing to compete for the C5-
A, and there was no foreign competition.
When the USAF paid for the research to miniaturize the transistor in
silicon, there was no existing design of anything. The AF was paying
for the development of an entire new science called solid state
physics, which didn't exist until the federal government paid to do
the research. There was no foreign competition, since the science
didn't yet exist.
