The power is a gift from the gods, they weild the power of the gods. Aldur
chose only to give this gift to a few very very powerful bods, like
Belgarath, Beltira, Polgara and team. Torak on the other hand chose to
infuse a whole tribe, the Grolims, so there are more people using the
power, hence they are not as powerful singularly and to stand any chance of
winning against a follower of Aldur have to act en masse.
The people of the other gods are either too dim (Arends), proud (Nedrans /
Alorns), stoned (Nyissans), or dead (Marags) to use the will and the word.
