Since Jules Verne already covered that arena in Master of the World, with a
submersible that both flew and also could drive on roads at incredible
speeds, I don't think it would challenge Doc to reinvent what Robor the
Conqueror did almost half a century earlier.

And, iirc, like the "pod" on Lost In Space, a late addition. At least the
Seaview could plausibly have been retrofitted in port..
