HEAD: SPECULATORS ARE NOT DRIVING UP OIL PRICES, REPORT SAYS
As Congress debates how to curtail the role of speculators and rein in
rising oil prices, a federal task force said this week that it had so far
found no evidence that those investors are systematically pushing up the
cost of energy, says the New York Times.
Instead, in an interim report by the Commodity Futures Trading Commission
with help from six other agencies, including the Federal Reserve and the
Treasury, the task force said that its research "does not support the
hypothesis that the activity of these groups is driving prices higher."
Other findings:
The rise in oil prices over the last five years was largely due to
fundamental factors like rapidly rising consumption and sluggish growth in
energy supplies worldwide.
A review of both public and nonpublic data shows that speculators could not
be fairly blamed for rising prices.
For example, swap dealers, who privately offer investors a future return
linked to commodity markets, were roughly balanced between purchases and
sales of energy futures contracts.

impeachment hearings.
WASHINGTON -- On the eve of Rep. John Conyers much-anticipated examination
of the Bush presidency, impeachment advocates Thursday blasted the Detroit
Democrat who chairs the House Judiciary Committee for not holding full-scale
impeachment hearings.
In a hint of the drama likely to unfold at today's daylong hearing on
"executive power and its constitutional limitations," anti-war activist
Cindy Sheehan, whose son was killed in Iraq, painted Conyers as gutless for
agreeing to Speaker Nancy Pelosi's long-standing opposition to the
impeachment drive being pushed by the left wing of her Democratic Party.
"Somebody with integrity and courage would go ahead and do it because it's
the right thing to do," Sheehan said of Conyers at a news conference.
Conyers, echoing Pelosi, has said impeachment is off the table. Instead,
since he became chairman of the Judiciary Committee after Democrats regained
control of the Congress in the 2006 elections, Conyers has held numerous
oversight hearings into Bush practices.

HEAD: A Tale of Two Flip-Floppers

John McCain and Barack Obama have both changed positions in this campaign.
That's OK. Voters understand that politicians can and, sometimes, should
change their views. After all, voters do. Witness the wide swings in their
answers to opinion polls.
But before accepting the changes, voters typically ask themselves three
questions: Does the candidate admit he's shifting? What's the new
information that altered his thinking? Does the change seem reasonable and
not calculating?
Sen. McCain has changed his position on drilling for oil on the outer
continental shelf. But because he explained this change by saying that
$4-a-gallon gasoline caused him to re-evaluate his position, voters are
likely to accept it.

EDITORIAL FROM WALL STREET JOURNAL
HEAD: Democrats Against Drilling
Nancy Pelosi, Harry Reid and other liberal leaders on Capitol Hill are
gripped by cold-sweat terror. If they permit a vote on offshore drilling,
they know they will lose when Blue Dogs and oil-patch Democrats defect to
the GOP position of increasing domestic energy production. So the last
failsafe is to shut down Congress.
Majority Leader Reid has decided that deliberation is too taxing for "the
world's greatest deliberative body." This week he cut off serious energy
amendments to his antispeculation bill. Then Senate Appropriations baron
Robert Byrd abruptly canceled a bill markup planned for today where
Republicans intended to press the issue. Mr. Byrd's counterpart in the
House, David Obey, is enforcing a similar lockdown. Speaker Pelosi says she
won't allow even a debate before Congress's August recess begins in eight
days.
She and Mr. Reid are cornered by substance. The upward pressure on oil
prices is caused by rising world-wide consumption and limited growth in
supplies. Yet at least 65%% of America's undiscovered, recoverable oil, and
40%% of its natural gas, is hostage to the Congressional drilling moratorium.

The New Zealand Press Association is reporting that Auckland University's
student association is offering a $5,000 reward to any student who can make
a successful citizen's arrest of secretary of state Condoleezza Rice during
her state visit.
Association president David Do says the arrest would be for Rice's role in
"overseeing the illegal invasion and continued occupation" of Iraq.
He adds, "It is hard enough living as a student in Auckland these days
without having a war criminal coming to town, so we thought we'd give our
students a chance to make a dent in their student loans and work for global
justice at the same time."

Silliness from a small, timid,weak, flightless bird (Kiwi is N.Z.'s national
symbol, for Dung Beetle, 9Titties, etc.), and I bet they've misspelled his
last name; it likely should be "Duh". All New Zealanders should never forget
sheep outnumber them 20-1 in their own country; the perversion potential is
amazing, and this guy "Duh" may be one result.

HEAD: Sound waves, goo guns won't be used on DNC protesters
Denver officials expect to spend more than $18 million on police equipment
for the Democratic National Convention - but the purchases apparently won't
include high-tech weapons that use sonic waves to incapacitate protesters or
goo guns to immobilize them.
That information, provided by the city to the American Civil Liberties Union
as part of an agreement to delay a public records lawsuit, marks one of the
most detailed looks yet at the super-secret efforts to provide security for
the convention, scheduled Aug. 25 to 28.
The ACLU sued Denver in May under the state's public records law after city
officials refused to provide documents showing how they were spending
millions of dollars on police equipment.
"This budget overview reaffirms to the public our goal to provide the most
effective and comprehensive security possible while maintaining an event
that is inclusive and enjoyable for all," Mayor John Hickenlooper said in a
statement issued by his office.

Well-l-l-l, just heard bits and bites of Bar-a-a-ck, The Magic Negro's
"Besmirch America" speech in Berlin. More and more I'm convinced the boy
just ain't got the fundamentals to be an American President.
My wish is to be in the audience when he is hit full in the face with a
cream pie, and we all laugh and laugh and laugh. If they'd were for sale,
I'd even be willing to pay up to five bucks a pie just for the chance to
throw a couple of 'em.
