What this farmer did wrong

A 19-year-old man was arrested when he came
to tend his 10 plants growing in Rock Creek
Park in Washington, D.C., as reported in
the Washington Post:

They were found by a park ranger who happened
upon them while researching turtles. This
could have been avoided! If I were growing
weed in public woodland I would not grow a bunch
of plants in one spot. Instead, I would have
individual plants dispersed widely. Initially,
I would plant a dozen seeds at each site. After
giving them enough time to sprout, I would
return to cull all but one at each site.
Sites, needless to say, would be located
nowhere near public trails.
