I was talking to some guy that was sells tapes at the local swapmeet.
he told me about his past as a big time dealer. It was quite a long
story. He offered me tips on growing. Near the end of the conversation
he offered me three nicklebags for $10. Why would any responsible
dealer openly offer me unprovoked, is it because look like an average
stoner? Should I be suspicious? Does this guy sound like a cop?

Your question relates to the local level of paranoia in your community.

You gotta ask yourself, is this guy for real?
like, does he come to the swap meet regularly?
does he appear to live on the income appropriate for his economic place
in life? what kind of shoes does he have on? what does he drive? is it
really 'his' car? is he smoking it himself? (that's usually a good clue)
In some jurisdictions; if you ask him blunt, "are you a cop?", being
sure to get a straight answer and that it is "No": His hands become tied
legally, as concerns any bust he may be planning for you (works better
of you ask him in front of a witness).
He sounds Yiddish, sliding into the subject with pushy series offers...
Lots of folk take that kind of pushy market culture kinda suspiciously.

He is there every week. from what I recall he drove a pretty messy van
with crap piled to the roof of it. this guy has hundreds of tapes as
well as 100's of laserdiscs. I don't know if any cop is willing to
make an elaborate trap like this. I've seen plenty of people smokin
joints there.

Well there ya go.
I wouldn't worry about it too much then.
That sort of obsessive behavior is common amongst chronic tokers.
And isn't easy for even the most dedicated cop to mimic properly.
Your worst exposure would more likely be him talking too much.
Don't give him a handle on you he can wave around his social circles.
If he's a jabbering idiot that might be an exposure for you.
Otherwise, it's time to check out the quality he's offering, I think.

Hello Group,
I'm Don from Vancouver, WA (just across the river from Portland). I've
been subscribed to this group for a coupla months now and even posted a
few inane things. I've been smoking that grassy kid stuff since 1965
with a hiatus from 1986 to 2004. I quit back then because I thought it
might be making me crazier than usual.
Last summer I took a road trip up to BC, and said to myself "yup,
it's almost legal here, I'm alone and I gwine do it". I gotta
tell you about this. I think its funny as hell. .
So I scored me dope and smoked some. It was great so I went back and
bought some more, a vacation's worth. I was pretty high, so I decided
to get me a Canadian beer and sit down a bit. I sat near the door and
was amazed at how incredibly pretty all these Canadian girls were. I
hadn't seen such pretty women, since; (any guesses?). Being stoned it
took me a while to figure out it was since 1986. Duh! But I found it
hilarious, and still do.

I believe both Po(r)tland, Or. & Vancouver,Wa. have "Medical" Marijuana
laws . . . . go find a smoke/head shop and ask or check for postcards
advertising Dr.'s recomendations & dispensaries there - or check online
under Medical Marijuana Dr.'s in ________! This'll help you get your
"Meds."! 8-)

if you're talking about the US, that is utter bullshit.
Cops lie. They can swear 600 ways from Sunday that they are NOT a cop
and it doesn't mean shit.
Chances are, however, that they aren't going to bothere with a sting for
a couple dime-bags.
