Any change _that_ far back (and we're talking in the 20-30 mya range here)
would end up changing literally _all_ of history and _all_ of hominid
prehistory too. Changes could range from the extinction of humanity by now
- or never having come into being in the first place - up to a simple all
of history is different.

No old-World primates (to my knowledge) have prehensile tails so no (unless
they use it as an attached rope...)

Assuming they're sensitive, probably. Still, it's difficult to see them as
_more_ sensitive than a lot of places already on the human body, so it
would probably be just a small addition to the torture toolkit...
