i would say that the statement, "There are absolutely no positive benefits
in the registry" constitutes a statement that means it is NOT effective in
solving crimes... but, i'm open minded and could have misinterpreted your
meaning of "absolutely no positive benefit"... if i have, then please
clarify the distinction for me... it's a bit muddy right now.
