  Where's the Tab?

My Dad is using XP Home, and he can not set the desktop wallpaper by simply
right-clicking on a JPG file and choosing Set as Desktop Item or equivelent.
He does not recall when this ability went away, and the Set As optioin is
grayed out in every application where it is supposed to appear. He has
IrfanView installed, and this is the only application where he can set a JPG
to be the wallpaper.

An interesting aside is that when I right-click the Desktop and choose
Properties, there are only 4 (four) tabs that are shown, the Desktop Tab is
missing. He sees tabs for Themes, Screen Saver, Settings, and Appearance but
there is no tab for Desktop.

He can not set a JPG as a desktop item from anywhere but Irfanview, and
there is no Desktop Tab in the Desktop Properties.

Hello every one.
While I was running the net the "notification ballon" appears as usual to
notify me to install the window update. I clicked it to install the update,
after that it appears to tell me the update NOT installed.The ballon then
appears each time I open the computer to install the update, but It could
not.
Any person can help.

  A story sort of solved- the image ...dll is possibly corrupt. The header checksum does not match

note- this is not a request for help. But if anybody has any good
comments, they are welcome!

STOP C0000221 (Bad Image checksum)
The image COMCTL32.dll is piossibly corrupt. The header checksum does
not match the computed checksum.

note- I noticed from google that others had this error but with some
other file.. seemed to be a dll they had problem with.

I knew the users of this comp didn't install much on it, certainly not
anything that should mess with a system file

And figured they wouldn't be going to any dodgy sites(since that could
-in theory- screw up a system file.. Though unlikely that a malicious
site would do that).

So suspected it was the hard drive that had problems.. and had
corrupted the file.

I had to reinstall Windows XP recently and in process lost Outlook together
with Address Book and recent e mails. Any way of recovering these?
