The ONLY fair way to do it would be to apply the same laws to NCP's
that married parents face now, which is to say that you assume that
the NCP will naturally want to do what is best for their child.
If you use that as a starting point instead of assuming that all or
most NCP's are criminals then the rules would change quite a bit.

It gets worse than that. I'm trying to google a story about a man found
by the police who had broken into a seasonal home and was staying there.
The man told the police that his child support payments had left him
with a $100 a week to live on. From my own experience, I can believe that.
Child support developed from an overplayed stereotype in the media about
deadbeat dads living high on the hogs with brainless girlfriends
ignoring their first wives who are slaving over the kids (they made a
move about that and the vindictive wives revenge dreams coming true,
called the "First Wives Club") From that perspective, the public was
given two sides, on one, the shameless men and their new girlfriends,
and on the other, the mother and their child. It was easy to pick sides
then.
Then we have the republican revolution of the early 90s. Republicans
railed about welfare mothers sitting around collecting the welfare check
while never going out and getting a job. Between the Republicans, a
party of bad ideas, and a president of the Democratic party, a party of
no ideas, it was easy to see where this compromise would end. The
welfare mothers were still at home, but now they were collecting child
support checks from the husband instead of the government. And of
course, because the Republicans love to tell a person to help themselves ...
