Clean the track; the power to the engine goes via the track. Mild
corrosion of the track can cause this problem. Very fine snadpaper or
wet'n dry will help!

Did you polish it leaving a nice, shiny, non-conducting coating? ;-)

Unlikely. The tiny electric motor is probably connected directly to a
worm gear which drives a "normal" gear wheel on one of the axles. Some
motors have a worm gear at both ends, so both axles might be driven.
In that case, you could slowly turn the wheels by rotating the motor,
but not the other way round. Assuming (for the moment) that the track
is properly powered, then some possibilities in the motor are:

a) Connection problem. Powere goes to the motor via the wheels, so
there are little metal contacts with wires attached, one on each side
of the loco. The wires go to the motor. The metal contact might be
very dirty or have something like paper or fluff underneath it,
preventing contact. The wires to the motor may have broken at one end
or the other. The latter is unlikely unless it has been fiddled with.

Or, if the track has been set up and the train run on a carpet, it's
picked up some fluff which has tied itself in knots around the poor
little train's innards. This is, understandably, uncomfortable (would
you like to have an internal corset?) so the train is sulking. It can
be fixed if you carefully take the beasty apart.
