OK - what do you do with a structurally unsound cooling tower? Which is what
E-On reckoned these were.
As for filling them with water...Ummm...even if they _had_ been stucturally
sound, the stresses involved would have been in entirely the wrong
directions.
Using the site for a Biomass power station seems more prudent. :-)
