Surely, if it already has a dim sum restaurant in it, the area is fully

that's kind of strange. downtown here is mostly old buildings with the
occasional "modern" building here and there. people come to our downtown ...

My shop was built in the late 19th century and one nearby in the late 18th
century, and this is the Midwest. One of the historic buildings in town was
once a well-regarded cathouse. It's now a respectable, as far as anyone
knows, bed and breakfast. The local joke is that it's always been a place
where you could find comfort, of one sort or another, in bed. The
historical marker on the building doesn't delve into its nefarious past.

Unfortunately, it does. Lots of dreadful proles go to Bluewater, for
example. 27 million of them a year. It is apparently so popular that
*coach parties* go there.

Bluewater is a brownfield site, specifically designed as a shopping
centre. What we were talking about was the revamping of an existing
town or city.

IME it's best if business handles the business end of things, leaving
local government to make infrastructure changes. Where it all goes
shit-shaped is when local government think that, by building a load of
business space, they'll automatically encourage business.
