What causes and what is the cure for a monitor that takes much much
longer to go from no display when sleeping to normal bright display.
This slowdown started about a week ago. Normally when it is awoken
the bright display comes on almost immediately. Now it takes about 15
or more seconds and goes through slowly changing from black to very
dark display and very gradually becoming normal bright.

What did the supplier/manufacturer have to say about this problem?

If it is a CRT, unplug it for a few days.
