... the way of consolation. The reason the police can't be bothered is that most of the burglars, armed robbers etc etc they do catch are being caught by targeting motorists for driving without tax and insurance and then discovering some additional circumstantial evidence. It's by far the easiest way to catch thieves as someone who's used to breaking into people's houses ...
