...the top of the tree for blaming, as opposed to being the single point of origin as the cause. the actual intent does seem obscure though. and personally i feel just blaming isn't much use, as opposed to constructive analysis of cause and effects vs individuals despite the responsibility that many individuals would carry due to their positions and actions...
