perhaps it is a testiment to the limited amount of piracy that actually goes on. or they may have done a cost/benifit analysis and decided that it dosen't warrant the licenseing security of activation that they have been doing. besides any new computer today comes with an operating system, relatively few are home made anymore, and there is little incentive to upgrade existing equipment

I agree, not to mention a service pack can't be to far off in the future and I am sure Activation will be required before being able to obtain the service pack... I do find it very strange though that Vista does not require activation.
