Decker keeps ordering repeated attack runs, but never orders a specific part of the DDM targeted. He didn't have weapns-grade uranium or plutoniom, nor the capacity to machine either. As far as the plans go, Any nation in the world with a moderate technical capacity and sufficient money is about 5-8 years away from building...
