After walking around the sewer pipe and having Cholos mess with me, it worked. Took about 5 minutes. What triggered it was me walking towards the fence(east?) and boom, the "welcome to vice city" screen came up. So I spent a good 3 hours getting 92 out of 99 balloons popped. :) The remaining ones needed a sniper rifle due to range. Yes, I used the gamefaqs map. I felt bad about it, but.
