Hello Gerald, I've seen the issue you describe many times and usually are related to multiple websites and/or people messing around with IIS configurations, resulting in any of <many> possible causes... but usually centering around duplicate or near-duplicate names used somewhere. Every name in IIS must be unique and if a duplicate is created will cause locks preventing websites from starting
