I would just make UTF-8 the default encoding for new pages: Under the New Documents category in Preferences you can set the Default Encoding to "Unicode (UTF-8)", select C for the Unicode Normalization Form, and make sure "Include Unicode Signature (BOM)" is not checked. This will allow you to produce pages which display correctly on the server and use real characters rather than entities
