To answer your question: The Federal Reserve has a target rate at which they would LIKE for banks to lend money to each other, known as the Federal Funds Rate (confusing, I know). Anyhow, it is important to understand that it is a target. While the Fed has an array of tools which it may use to enforce that target (such as setting reserve requirements and so on), the credit crisis over the summer
