And WHY do they subsidise it - because they know that if someone gets their petrol there then then there's a good chance they'll also do their shopping there. A lost petrol customer is also a lost retail customer in many cases. Not in many towns where Tesco is the main/only supermarket. I can't speak for most of the country, but...

... seen to be 'good guys'. The moment they try to wriggle out of it, then they've lost that ground and are part of the problem - one of the 'bad guys'. They cannot afford to lose their forecourt sales. Their margins are very low, but they rely on the forecourt customers to also do their shopping at the same time. A lost petrol customer is also a lost retail customer in many cases.
