Your Rubicon has 33" tires and 4.10 gearing, not a great ratio for that size tire. Regearing to 4.56 would restore the power caused by that 4.10/33" combination. Report it to the police. It was a hit and run on property. You are not required to report it to your insurance unless you want them to pay. How much is your deductable, how much may your rates go up, and how much is a new bumper? If you have a stock bumper you can pick one up cheap. If its a fancy rear swingout, well, that will be spendy to replace, but maybe still cheaper than going thru
