...when I became informed, I acted accordingly). -- for those who were not properly cared for/loved as children, it's not difficult to imagine how they would not show the proper compassion for other living creatures. For them, the "education" has to be more involved. OK, that's fine by me... I don't see how the presence or absence of shelters affects the above in any way though.
