Based on the quote in the "ES". Having witnessed "value engineering" at first hand, I'll add my two penny worth. Since the railway contract is the last bit that is let then the civils, tunnelling and utilities plus others have normally value engineered their solutions first. The fact that some of these may completely compromise the railway is rarely considered. Indeed I can think of examples
