I am one of those. It is not that I do not complete the task but that I am never happy with the result. A perfectionist rationalizes why the task can never be finished.

A procrastinator rationalizes why the task should never begin. A perfectionist rationalizes why the task can never be finished. The end result is identical in either case. Nothing ever gets completed on time or within budget.
