It takes electoral votes. So, what 2004 Red States could either Clinton or Obama swing Blue? 286 to 252 was the electoral count in 2004. Well, first start that in 2004 the only state that changed columns from 2000 was New Mexico's 5 votes. New Mexico is trending democratic but, its 5 votes didn't make a difference 2004 and won't in 2008. So, what states are in play that are of consequence
