Take a look in your help for the explanation of the differnce between using Master Pages and DWTs. If you have more than a few webpages the DWTs can be a problem. When you chnage 1 thing in the DWT it has to rewrite it and upload it to all the other webpages based on that DWT. I have switched over to Master Pages and ASP.NET windows server.
