The problem at Nobu is the tip of the iceberg. New York State pretty much gave up enforcing its minimum wage laws 20 years ago. The State agency that investigated wage complaints had a policy of only checking for the wages of the complainant, not any other employees. Like the Fire Department only rescuing the person in an apartment house who called in a fire alarm, and leaving the other apartment
