RIS (and now WDS) requires that Volume Licensed (VL) media with valid Volume Licens Key (VLK) is used if you wish to avoid activating each installed PC. Computers built with Windows XP VL media do not require activation. Computers built with Vista media (Business, Enterprise, Ultimate) default to being activated using KMS. If you don't use KMS, each copy has to be activated by Microsoft.
