You might look at the demographics of the worst crime cities. Detroit, WDC, Los Angeles, Chicago, especially, all high in black citizenry with high crime rates. then cite poverty, and throw money at the problem. But that is not the real reason why. Plenty of neighborhoods are high in poverty but not crime until the kids move in. The elderly on SS qualify as poverty income, but they do not
