Sorry, I meant to say FrontPage, not Publisher. The HTML code may have width and height values for the image (in pixels), but those values are optional. If the values are there, and they don't match the values of the JPEG, then the browser will scale the image poorly and make it look jagged. Do you have a web address for the image/page?
