I remember seeing at least one remote control program for PocketPC, but don't recall it being a Media Center remote. Part of the problem is that the IR emitter on a PPC isn't very powerful and limits the distance to <5 feet. There's one at http://www.rudeo.com/mce.htm but it uses BlueTooth or WiFi, not infrared.
