Whatever DML at Devonport has done to the power cars will have been per a contract. If the contract was to only perform a component exchange overhaul then the people of Grand Central who prepared the spec need to reevaluate their ideas on using long term stored rail vehicles in intensive 125mph service. However, if the powercars were subject to a full overhaul, rewire etc then the issue

Not sure I can help any further. The only other thing you can try, is some packet monitoring s/w on the Server (which I have not run on a Server since SBS 2000). But you could try it - are any others in the group able to confirm the new Ethereal, now called Wireshark, works on SBS 2003 (I would hazard a guess that it works just fine). http://www.wireshark.org/ Hopefully it will show
