The 2004 paper link works fine, but the 2001 paper link is not functional. The 2004 paper shows that you can create a label to call observation as invalid or not. Ok let's come to the question: outliers. Outliers are exceptions from the general trend of the data and it will depend what is the purpose of a specific study to define an outlier.
