In Cleveland, sure. Besides, there isn't enough Republicans voting party line to win there, so they have no need to suppress the vote. As far as Cincinnati, that is a different story. Maybe it was true twenty years ago, but I had heard that Cincy was pretty conservative(as far as big cities go).
