Frankly, I would NOT even allocate ONE person to this at 50%% of the time. For a business your size that is NOT overly complicated, I would expect you should be looking at $10,000-20,000 in annual IT support costs. For 20-22 users and 30 machines, with a QUALIFIED IT Consultant, that amounts to about 5-12 hours per month of IT support and in my opinion, if the network is installed properly
