In Vista you have to go to Power Options, select a plan and click Change Plan Settings, then Change advanced power settings. Actually with most ATX based motherboards, even in "power off" mode, there's some power being drawn (you can see this by the single LED that's usually lit on these boards). This does allow things like "wake on lan", "wake on RTC" and other events. There is a registry modification that others have found, and used with mixed results that will allow "wake on USB", but I don't have all the
