I recently sold my copy of Delphi 7 Pro on eBay for nearly £300. Getting hold of a legal copy is becoming more and more difficult, hence the high prices. If you need it just for development, there is a personal (non-comm. license) version here: http://www.borland.pl/downloads/delphi_7_personal/Delphi7_Personal.zip then you can compile your final version in D2007.
