At one of Eric Ligman's presentations he was asked this question and said that you did have to assign them when you first install SBS. As we know it really doesn't make any difference since SBS can't track them so its only a "paper" assignment anyway. TTBOMK the 'inherent' CALs do not need to be assigned a type until 1st use.
