For what you want, just use your ATI All-in-wonder. For recording TV, I don't recommend them as they are software encoding cards (as opposed to cards with hardware encoders), but you're not going to be doing it forever and likely not multiple at the same time. At least try it and see if you like it. The card at Dell is an oddity. I'd have to guess it is fairly old. For what you want
