I think the "cold origin" idea adds one more piece to the puzzle, beyond the low noise condition. Miller points out that freezing water concentrates impurities into small, isolated pockets, which can promote chemical reactions resulting in complex organic molecules. This suggests that a period of freezing temperatures could have contributed to the generation of organic building blocks used...
