If you are just going to restore files, you can catalog the tape on any machine. If, however, you plan on recovering *any* of your infrastructure (active directory) then you need to do so on the SBS machine. Even the most basic SBS setups still tend to be domain controllers (otherwise, why use SBS?!?) so, without knowing more, I'm still going to guess you'll end up restoring within SBS
