If you're only using the mouse wheel or up/down arrows to scroll, I wonder if your system is scrolling 57 pixels at a time (size of background graphic)? That might give the illusions that it isn't scrolling. And, maybe Chrome has a different setting? Do you see the same behavior if you use the scroll bar?
